Fair Play: A consultation on the play strategy

DSCF - Proposals in the strategy aim to create strong communities which have a variety of places for children to play and in which they have a stake through their active involvement in design and decision making. They propose to make public space more child-friendly through a variety of actions including placing a stronger focus on spaces for play in the planning system; training for people who design and manage public space; supporting local community ownership of space suitable for play; and supporting more positive relationships between adults and children in public space. By publishing the strategy they want to raise awareness of how to help all children and young people play.

NAO publish report on preparations for sporting success at the London 2012 Games and beyond

In the report, ‘Preparing for Sporting Success at the London 2012 Olympic and Paralympic Games and Beyond’ the National Audit identifies a number of risks to be managed if the stated ambition for the Great Briton teams to finish fourth in the Olympic medal table and to maintain second in the Paralympics table at the London 2012 Games are to be realised.

The NAO makes a number of recommendations, mainly aimed at UK Sport. They include a recommendation for Sport England to review the existing strategy and firming up targets.

The full report is available online here.

Dance to receive a £5.5 million boost

The Secretary of State for Culture, Media and Sport, Andy Burnham, has announced that dance is to receive an additional £5.5 million of government funding. The funding announcement was delivered alongside the publication of a review of youth dance by Royal Opera House Chief Executive Tony Hall.

The government has stated that the new investment, plus a support structure, will boost dance opportunities for young people - both in school and out of school hours.  It will fund a new organisation, Youth Dance England, which is charged and funded to develop a national youth dance strategy across both school and youth dance sectors and will fund the pilot of dance co-ordinators in schools supporting the provision of dance – both as an art form and within school sport.

The full report is available online here.

Sport and young people

‘Aiming High Implementation Plan’, a ten year strategy for positive activities for young people

Aiming High for Young People: A Ten Year Strategy for Positive Activities was published in July 2007 and set out the Government’s long-term vision for improved services and opportunities for young people.   The Government commitment to realising this vision was underlined by new proposals for investment and further reform of young people’s services in the Children’s Plan, published in December 2007.

The ‘Aiming High Implementation Plan’ sets out arrangements for implementing Aiming High and highlights progress to date, as well as the key actions which will be taken over the next 12 months.  It is intended to be of use to all agencies and professionals working to improve outcomes for young people and will be a live document, updated regularly to reflect progress and new developments.  Local authorities working through their children’s trusts are responsible for improving outcomes for young people and are under a legal duty to secure young people’s access to positive activities.

Aiming High cites sports partners as important contributors to the effective achievement of its objectives. The full plan is available on line here

Government intensifies drive to tackle antisocial behaviour in young people

Aiming High will be supported by The Youth Taskforce Action plan which was launched by The Secretary of State for Children, School and Families, the Rt Hon Ed Balls MP. The Youth Taskforce Action Plan will have a budget of £218.5 million to enable tough enforcement where behaviour is unacceptable or illegal, non-negotiable support to address the underlying causes of poor behaviour and better prevention to tackle problems before they become serious and entrenched, and to prevent problems arising in the first place. This will support 2 key areas of Aiming High: to improve the offer of ‘places to go’ for young people and to increase young people’s participation in positive activities in 50 of the most deprived areas.

The Action Plan will focus on getting young people into positive activities by fast tracking almost £23m through the Youth Capital Fund. This will help get improved facilities opened quickly in the most disadvantaged areas where teenagers are most at risk of getting into trouble and have fewest opportunities to get involved in activities like sport and arts.

The full report is available online here.

Two more detailed Sport England Policy Briefings are attached as Annexes to this week’s Policy Tracker. They summarise the Aiming High Implementation Plan and Youth Task Force Action Plan.

The next steps of the Children’s Plan announced:

1. Developing the children’s workforce and Children’s Trusts

The Secretary of State for Children, Schools and Families, the Rt Hon Ed Balls MP, has outlined the next stage in the implementation of the Children’s Plan, published earlier this year. The new announcement will see investment into a range of areas, including play, youth facilities and the Children’s workforce. Specific funding packages for the workforce include £73m to improve the training, recruitment and development of social workers and £7.5m for the play workforce to improve the training of a further 4,000 workers. The Government has also announced the introduction of a new ‘Expert Group’ to work alongside the departments to develop a personalised and integrated approach to the workforce.

The report also sets out plans to strengthen the framework of Children’s Trusts to ensure that the planning and delivery of services is more effective. Ed Balls said that he would be liaising with the current trusts to establish whether a legislative framework may be needed to maximise the potential of the bodies.

Commenting on the announcement, the Secretary of State said:

"Publishing the Children's Plan in December was just the start of the process to make this country the best place in the world for children and young people to grow up. But this is not something we can do alone - it will need real local leadership to deliver improvements on the ground and I'm delighted that so many Directors of Children's Services - who have already set a fantastic example - can join us here today. At the heart of delivering our ambitions in the Children's Plan are those who work with children, so I'm also publishing today our next steps for the children's workforce”.

For further information please see here

2. myplace

Alongside the plans outlined above to extend the implementation of the Children’s Plan, the Minister for Children, Young People and Families, the Rt Hon Beverley Hughes MP has launched a new initiative called myplace, which aims to develop more places for young people to go. The Big Lottery Fund has been appointed to administer the £190m being provided for the programme over the next three years with a specific push to see an increase in the active participation of young people.

The initiative will include programmes designed to increase young peoples participation in music, dance and sport and will form part of the Government’s wider strategy to combat anti-social behaviour and to improve the skills of young people. myplace will accommodate grants from £1m to £5m and can be used in coalition with partners from the public, private and third sectors to deliver the programmes.

Commenting on the new scheme, Beverley Hughes said

“All across the country young people are calling for more great places to go where they have new and interesting things to do, that offer a real alternative to the ‘street corner’ culture.  We’ve put the money in place; now Local Authorities must act and work with young people to make the most of this fantastic opportunity. That is why today’s announcement is so important not only for young people but for everyone in the community.”

For further information please see here.

3. Consultation on Play

As a further extension to the Children’s Plan and the push to create more spaces for children to play, the Department for Children, Schools and Families alongside the Department for Culture, Media and Sport announced the Fair Play Consultation. The consultation will look to extend the current programme and assess the plans to bring in a range of new measures.

The new measures will include a £235m investment over the next three years to develop 3,500 public play areas, with detailed analysis to establish the kind of play areas which children find the most stimulation and exciting. Additional support and funding will be given to local authorities to help deliver these new areas. The consultation specifically looks to address implementing new areas for children to play in disadvantaged parts of the country; with the success of the measures tested against a national play indicator, due to be introduced from 2009 onwards.

The closing date for responses is Friday 18 July 2008.

Commenting on the Consultation, the Secretary of State for Children, Schools and Families, the Rt Hon Ed Balls MP, said:

“The ability to play safely and independently is one of the defining characteristics of a good childhood. Play is first and foremost to help children have fun – but it can also keep them happy and healthy and allow them to develop and achieve their full potential. I want every child in this country to be able to benefit which is why I’m announcing today the biggest investment in play ever so that we can see 3,500 more playgrounds and 30 adventure playgrounds around the country.

The consultation document is available here for information.

Towards a Better Future for Youth Sport

The report takes a look the current state of sport in Britain and offers a number of policy recommendations for youth sport and builds on the Raising the Bar report written by Lord Moyniham and Kate Hoey MP and published by the Conservative Party in 2005.

The report has been collated from nine months of research into sport and involved both quantitative and qualitative methods. A number of organisations contributed, including Sport England, UK Sport, Youth Sport Trust, the Association for Physical Education and the Big Lottery Fund.

The report is useful background reading in terms of the current state of school and community sport for children and young people.  For a full copy of the report please see here

nef claims '2012 Olympics will break legacy promise unless rules are changed quickly'

Mon, 21 April 2008 | Campaign Organisation Press Release

Summary

The new economics foundation (nef) has announced that, together with Community Links, it has issued a report called Fool’s Gold, which it has claimed shows that, unless cast-iron guarantees are built into plans for the 2012 Olympics, the Games will fail to leave the promised positive local legacy for the poorest residents of East London.
Paul Sander-Jackson, head of Thriving Communities at nef and co-author of the report, commented: 'The Governments clear inability to manage the budget for the 2012 Olympics means that there must be safeguards in place to ensure that the family silver isn’t, quite literally, sold from under the feet of East Londoners once the games are over to pay back the huge debts accrued in Olympic delivery.'

BBC poll of impact of London 2012 Games for the whole country

As will have all picked up there has been much media interest in the BBC poll – news item starting Thursday 3 April. Please view the extract from the BBC website:

‘Olympic - winners and losers?
The London Olympics is just four years away but there are growing concerns that the benefits of hosting the Games won't be spread across the whole of the UK. Some critics fear that only London and the South East will reap the rewards.
The Olympics Minister, Tessa Jowell, says every part of the country will benefit from the London 2012 Games.
But a specially commissioned survey by Inside Out suggests that most people don't really believe that.
We asked BBC Olympics correspondent, Adrian Warner, to travel across England to find out if the benefits brought about by the London games will really extend beyond the capital.

Please see below for two changes to recognition of sports that you should be aware of:

1. Stoolball

We have agreed to recognise Stoolball as a sport (see press release attached).  This means that Stoolball clubs and organisations are eligible to apply for funding.  The sport is only played in the South East so this won’t affect the majority of you.

2. Floorball

We have agreed to recognise Floorball in place of Unihoc.  They are basically the same sport (indoor hockey) and the term Unihoc – which is a trade name anyway – is now rarely used.
