New Government  Departments -  following Gordon Brown’s appointment as PM

The Department for Children, Schools and Families (http://www.dcsf.gov.uk) is responsible for improving the focus on all aspects of policy affecting children and young people. It takes on pre-19 education policy responsibilities from DfES.

The Department for Innovation, Universities and Skills (http://www.dius.gov.uk) brings together functions from the former Department of Trade and Industry (DTI), including responsibilities for science and innovation, with further and higher education and skills, previously part of DfES.

EU White Paper on Sport 

Last week (11/7) saw the long awaited release of the European White paper on Sport. The paper is encouraging and acknowledges the social and economic contribution that sport makes across member states, stating its assistance in reaching the European Union's strategic objectives of solidarity and prosperity. However, the paper also addresses commercial pressures affecting sport, touches on drugs, violence and corruption in sporting events.


Its overall objective is to give strategic orientation on the role of sport in Europe, to encourage debate on specific problems, to enhance the visibility of sport in EU policy-making and to raise public awareness of the needs and specificities of the sector. The initiative aims to illustrate important issues such as the application of EU law to sport. It also seeks to set out further sports-related action at EU level. The White paper is wide ranging, covering a number of issues, a few of which are listed below:

  • The societal role of sport, including: methods to enhance public health through physical activity; enhancing the role of sport in education and training; promoting volunteering and active citizenship through sport; using the potential of sport for social inclusion, integration and equal opportunities; and for supporting sustainable development.
  • The economic dimension of sport, including: moving towards evidence-based sport policies; putting public support for sport on a more secure footing.
  • The organisation of sport, including: ‘the specifity of sport’; free movement and nationality; transfers; players’ agents; corruption and licensing issues; sport’s relationship with the media

National Pedometer Programme 


250 schools in deprived areas across the country will join the Department of Health's 'Schools on the Move' National Pedometer Programme this week. Between September 2007 and March 2008, 45,000 pedometers will be distributed to encourage schoolchildren to become more active and help reduce levels of obesity.


All schools will have access to online resources that can be used inside and outside the classroom. Children will be able to chart their pedometer progress by logging onto a dedicated website that will help them set step targets and understand what impact being active has on their health. A pilot study of pedometers has shown that they do increase children's levels of physical activity and that they are particularly effective at encouraging less active children to become fitter. Schools will use pedometers as a tool to support a wide range of curriculum topics and to increase pupils' awareness of the need to be active.

Conservatives Seek to Fix ‘Broken Society’


A Conservative policy group is recommending that disaffected youths should be handed concert tickets and other rewards in return for doing charity work, as well as a range of other initiatives designed to help issues relating to the social justice arena.


The proposed 'V-card' system would see young people earn credits in exchange for volunteering. In a bid to encourage giving at an early age, primary school pupils could also be provided with £5 each by the taxpayer to spend on an anti-poverty charity chosen from among several giving classroom presentations. Other recommendations designed to boost the role of the voluntary sector include compelling secondary school students to devise and take part in social projects and tax breaks for charitable giving.


Duncan Smith, who has concentrated on the problem of social breakdown since he stepped down from the Conservative leadership in 2003, believes that it is best tackled by the 'third sector'.
The report’s recommendations are just proposals not plans. They are to be debated with the whole country.


Public Accounts Committee Report


Last week the Public Accounts Committee published its report, examining the progress that has been made in preparing for the Olympics Games, and the areas of risk that will need to be managed.


The report is critical in nature regarding the Government’s handling of the Olympics, with the key criticisms in terms of responsibility and how the divergence of responsibility creates a “significant risk” to timely decision making. Media attention has also focused on the lack of a firm and final budget, and the areas of uncertainty that remain over the legacy of the games, both in terms of facilities use and wider health, social and economic benefits. Hugh Robertson: To ask the Secretary of State for Culture, Media and Sport whether (a) the Youth Sport Trust, (b) the Association for Physical Education and (c) Sports Coach UK were consulted on the development of county sports partnerships; and if he will make a statement. [147266]

Mr. Sutcliffe: County sports partnerships (CSPs) are independent organisations created by local partners to provide a forum for the development of sport across a clearly defined sub regional area. Many CSPs have been in existence for some years.

As independent organisations, it is for local partners to decide who to consult and involve in their development. CSPs are key to the delivery of school and community sport and the Youth Sports Trust and Sports Coach UK are actively engaged in working with CSPs across the country.


Allen - Sport and community regeneration

Mr. Graham Allen (Nottingham, North) (Lab): What discussions he has had with Sport England on the potential contribution of sport to community regeneration; and if he will make a statement. [151103]

The Parliamentary Under-Secretary of State for Culture, Media and Sport (Mr. Gerry Sutcliffe): I have had no discussions on that subject, although my predecessor and officials have had discussions with Sport England.

Sport plays a key role in a number of areas of community social regeneration. Sports projects can have a significant impact by breaking down barriers and providing positive opportunities for people to mix with others. Sport can help reduce crime and antisocial behaviour and increase people's levels of trust and community involvement.

Mr. Allen: Does the Minister think that Sport England should play a more mainstream role in regeneration and that it should build up our communities, and work together with other bodies on issues of health, crime reduction, and the education of our young people? Does he feel that its image, which is dominated by the blazerati who seem to corner a lot of the money at a national level, needs to be changed so that youngsters at a local level can enjoy sport not only for its own sake, but for the wider benefits that it brings through regeneration?

Mr. Sutcliffe: First, may I congratulate my hon. Friend, with whom I have played sport-cricket or football-on numerous occasions. I know his sporting prowess. He hits the nail on the head when he suggests ensuring that Sport England get involved in community regeneration. I know that he will shortly meet the chief executive of Sport England, Derek Mapp, to discuss what is going on in Nottinghamshire. He knows that the sports participation rate in Nottinghamshire is low, and I am pleased that he chairs

The local strategic partnership to help develop and increase participation. Nobody knows better than I, a former Home Office Minister, the impact that sport can have on reducing reoffending and diverting people to other routes. I am sure that Sport England will take up the challenge, and I look forward to working with it and with my hon. Friend to deliver on participation.

Sport England welcomes new five hour offer.

Sport England’s Chairman, Derek Mapp, and Chief Executive, Jennie Price, today warmly welcomed the Prime Minister’s children and young people’s sports announcement. 

“The injection of another £100m is good news for school sport and good news for community sport.  It means more coaches working across schools and community sports clubs and extends the offer to 16-19 year olds.  Sport England will do its part in getting 5-16 year olds to do 5 hours of sport each week and 16-19 year olds to do 3 hours”.   

“Extending the offer to 16-19 year olds will help address the dramatic drop in sports participation which happens at 16.  At the moment 33,000 young people stop doing sport after the age of 16 every year.  The Prime Minister’s announcement will help bring the worlds of school and community sport together to create a seamless sporting pathway for youngsters of all levels of ability.”

“We know there is a sport that can reach out to every child and every young person.  Sport England’s job is to make participating in sport fun, easy to do and life enhancing”.     

Working in partnership with the Youth Sport Trust, Sport England’s role in the National School Sport Strategy has been to invest in creating new and stronger links between schools and sports clubs.  Through the Step into Sport programme it has provided leadership and volunteering opportunities for older children and young people in schools and the wider community. This has increased the percentage of youngsters participating in club sport to 27% last year, up from 19% in 2003.  The percentage of young people actively engaged in sports leadership and volunteering has risen from 9% in 2003 to 13% last year. 

The funding also builds on our £20 million investment into a network of 3000 community sports coaches working with schools and clubs. The coaches have been deployed through our network of 49 County Sports Partnerships across England.

Together this provides a firm foundation on which to take participation to the next level.

About Building Schools for the Future and Partnerships for Schools. Building Schools for the Future (BSF) is the government’s secondary school renewal programme.

BSF was
launched in 2003, with the purpose of transforming the way secondary schools function.
Partnerships for Schools (PfS) is responsible for delivering
BSF. We will work with local authorities and the private sector to rebuild or renew every one of England’s 3,500 state secondary schools during the 15-year lifetime of the programme. Education and design specialists work with local authorities in developing their vision to create innovative and exciting learning environments for schools. The aim is to transform teaching and learning, placing schools at the heart of their community and to support this through the provision of appropriate buildings for the 21st century.

Lottery Feeds In £3.6 Million to West Mids Child’s Play

A smorgasbord of new playgrounds, skate parks, play schemes and holiday activities will be dished up to adventure-hungry West Midlands children, through  £3.6 million in the Big Lottery Fund (BIG) funding announced 3 July.

Eleven local authorities (list below) have been awarded slices of the £3,655,891 regional cash pie from BIG’s Children’s Play programme to deliver portfolios of play attractions in their areas. Click here to read the full release.

Rob Wallis, PD ,Coventry Solihull Warwickshire Sport

The Sport England team in the West Midlands and the RSB were sorry to hear that Rob Wallis will be leaving the CSP in September. However, his plans to travel the world with his family are something I think we all envy. We will be saying our goodbyes later on to him, but meanwhile recognise what a great contribution he has made to sport in the CSP’s area and the support he has given to the region as a whole – he will be missed.
