County Sports Partnership Update
CSP Benchmarking Study Staffordshire University
Research officer Jimmy O’Gorman, is carrying out a CSP benchmarking study as part of his doctorate. Jimmy, who works in Sport and Exercise at the university’s Faculty of Health and Sciences, will be conducting investigations into current practices in CSP’s regarding lines of communication, structure and management with a view to highlighting best practice.
Staffordshire and Stoke-on-Trent CSP will be alongside their counterparts from Cambridgeshire, Derbyshire and Leicestershire and Rutland in the study, the results of which will be available in the autumn this year.
The project will look at similarities and differences between CSP structures, lines of communication and responsibilities as well as case studies highlighting what has or has not worked well within the relevant sub-regions. It is hoped that the study will provide models of best practice and consultancy material for wider dissemination.

Active People Survey Developments
Sport England West Midlands recently presented details of developments to the Active People Diagnostic Tool (APD) as well as confirming plans for future surveys.
The model is in the form of a chart, which presents the expected sport participation rates in local authorities compared to the actual participation rates (as measured in the survey). It is based on a regression model determining the main economic and demographic factors that influence sport participation. It takes into account a wide range of economic and demographic variables outside the control of local authorities such as income, age, profession, and
family structure.
Sport England has also confirmed details of repeat waves of the Active People Survey. Active People ‘Year 2’ will commence in October 2007 and will run for 12 months and repeated annually thereafter. Each year a representative sample of 500 adults per local authority (aged 16+) will be interviewed, providing an annual sample of around 177,000. Funding has been committed by Sport England for the 2007/08 survey and has an ‘in principle’ commitment for the survey to run continuously beyond that date.

Home Office endorses physical activity as tool for diverting young people away from crime Football, dance, boxing and carpentry classes are helping steer young people from crime and anti-social behaviour, Home Office Minister Vernon Coaker said during a joint visit to a south London community centre with Children's Minister Beverley Hughes. He cited how the Lambeth North Positive Futures Project was an excellent example of the kind of project which, through activities and training, hosts a network of support for young people aged 11 to 18 and helps prevent them from embarking on a life of crime. Of those involved in Positive Futures projects over three-quarters believed they cut anti-social behaviour and more than two-thirds believed they cut crime. Treasury pledges £340 million for disabled children A package of policies aimed at supporting disabled children and their families was announced last week by the Treasury and DfES, as they published the report: ‘Aiming High for Disabled Children: Better Support for Families’, part of the wider Policy Review of Children and Young People. The Review commits the Government to boosting the provision of vital services and giving parents of disabled children a real choice in how they are delivered, underpinned by over £340 million of investment. The Review sets out clear action across health, social services and education, to provide a better-coordinated approach to service provision, and enhance equality and opportunity for disabled children and their families. It focuses on three priority areas: access and empowerment, response services and timely support, and improving quality and capacity of services.
Food Commission: Newspapers fail to support women's sport Physical activity is essential for everybody's health, but sports coverage in our national newspapers appears to be discriminating against women, according to the Food Commission, A three week survey published in The Food Magazine has revealed that no national newspaper was able to dedicate more than 4.5% of sports coverage to women, with the “worst offender”, The Sun, providing just 0.21% of coverage to women's sport. Without sporting heroes to aspire to, the Commission believes that there is a real risk that newspapers are discouraging women from participating in sport. The survey, undertaken in March and April 2007, analysed more than 3,000 sports pages. The total coverage of women's sport in this period amounted to only 60 pages (2%), with almost one third of the individual newspapers failing to mention women at all on their sports pages. 150 employers sign skills pledge and announces new academy for sport and active leisure Education and Skills Secretary Alan Johnson congratulated the first 150 employers to sign up to a public pledge to train their staff, ensuring they have the skills needed to compete in the global workplace. By making the Skills Pledge, employers commit to support all their employees to develop basic literacy and numeracy skills and work towards a full level 2 qualification equivalent to five GCSEs A* to C. In addition Mr Johnson announced the chair of the new UK Commission for Employment and Skills - a powerful new employer-led voice at the heart of the skills and employment agenda; and unveiled four New National Skills Academies. Mr Johnson also announced the selection of four further National Skills Academies. One of the academies will be for sport and active leisure. The Academy will aim to act as a ‘one stop shop’ for information on core skills, recruitment issues, career pathways and workforce development opportunities in the sports sector. The Academy will mean that training provision will directly link to the needs of employers across the active leisure sector and ensure employers have access to a more cost-effective range of training. Rather than being ‘bricks and mortar’, the SkillsActive Academy will be led by a virtual website and underpinned by learning ‘hubs’ and centres of excellence across England. It aims to provide a joined up approach to training provision, but also to directly address specific regional skills needs.
Policy Research Institute on Ageing & Ethnicity PRIAE has spent the last two years consulting older people, collecting positive images and assessing active ageing programmes across the UK. PRIAE is now looking for physical activities that are delivered solely to (and engage) groups of BME elders (individuals over 50). PRIAE wants to be put in touch with organisations that deliver physical activities to groups of BME elders in a variety of settings, e.g. community centres, residential homes, care homes etc. These physical activities must have proven (anecdotal or formally evaluated) health benefits of different health conditions such as depression, dementia, osteo-arthritis etc. These activities will be referred to (and included) in PRIAE’s Cultural Diversity Physical Programme. It will be an opportunity for the organisation delivering the activity to raise its profile nationally and across Europe. BLF – Living Landmarks programme The final 23 projects biding for multi-million pound funding in the Big Lottery Fund’s Living Landmarks programme have made it through the starting gates to compete for a slice of the £140 million available to fund several ground breaking initiatives. Under the Living Landmarks funding stream, the 23 projects have applied for a small number of grants of between £10 million and £25 million. The West Midlands is being represented by Birmingham's Eastside City Park in this exciting programme. A second imitative, Living Landmarks: The People’s Millions, will see six projects battling it out for a single grant of between £25 million and £50 million. The winning project will be decided by public vote in a televised contest run in conjunction with ITV later this year. The West Midlands project in this category is called A Million People - The Black Country as an Urban Park, an application

CSP Region plans £8.5m investment into projects
Partners from across the SASSOT region have submitted plans for projects to increase participation in sport and active recreation valued at over £8.5 million. The projects, which were submitted to Sport England West Midlands (SEWM), are looking to draw down financial support from the Community Investment Fund (CIF) and could directly benefit over.
In total 33 projects were submitted to SEWM by the CSP on behalf of its wide range of partners including Local Authorities, Primary Care Trusts, National Governing Bodies of Sport, Clubs and Age Concern. The level of match funding for the projects of over £6.3m meant that the ratio of match funding to CIF funding was 2.8:1 – better than Sport England’s CIF ratio criteria of 2:1.
SASSOT’s Executive Board finance and investment sub-group ranked the bids in accordance with SEWM’s assessment criteria and the full portfolio was submitted to SEWM in mid-June. The Regional Sports Board will meet on June 29th to decide which bids within the portfolio will be encouraged through to Stage 2 of the application process. Applicants will be informed of the RSB’s decision in early July.

Staffordshire Pupils Take Part In Special Schools Sports Festival
Over 240 pupils from 11 of the County’s Special Schools enjoyed a day to remember at the Sport Across Staffordshire & Stoke-on-Trent Special Schools Sports Festival on Wednesday 27th June at Shobnall Leisure Complex. The festival, sponsored by The Trentham Estate, which runs Trentham Gardens, provided a day to celebrate sport and to develop pathways for pupils to continue to participate in sport outside the school environment.
The athletes took part in coaching sessions and competed in events including zone hockey, badminton, tag rugby, cricket, football and athletics as the recent poor weather gave way to sunshine and smiling faces.
Jane Kracke, Sports Manager and festival organiser from Sport Across Staffordshire & Stoke-on-Trent (SASSOT) was thrilled with the success of the day. “A massive ‘thank you’ to The Trentham Estate for sponsoring the event and to Inside Right for providing bottled water for the participants; also to the volunteer helpers from Stafford Grammar School and Burton College who helped the day to run smoothly but the real stars of the day are the athletes and the support staff who’ve made the festival such a success. We hope to be able to follow up the event with the provision of coaching in some of the special schools to build upon the interest generated today and hopefully encourage more clubs to provide pathways for these athletes to continue to participate in sport.”
During the lunch interval, the athletes and supporters were treated to a hand-cycling demonstration by former GB Paralympian, Marcus Asbury. Marcus, who works as a Sports Development Officer, has had first hand experience of competing at the highest level in the Barcelona Paralympics in 1992. “Today has been all about participation. Despite disabled children experiencing a number of barriers, there are still opportunities, in terms of sport, for access and inclusion” he commented. “Who knows? We may have seen a budding 2012 Paralympics medal winner in the making here today.”
The Mayor and Mayoress of East Staffordshire, along with a number of civic dignitaries from across the county, attended the festival and made a number of presentations to the successful teams. Councillor Cedric Insley CBE, Mayor of East Staffordshire commented, “The whole concept is exciting and worthwhile. It helps to bring children together for team sports and hopefully generates interest in sport that will last a lifetime.”
The enjoyment on the faces of the young athletes was clear, especially those of the Tag Rugby team from Two Rivers School, Tamworth who won the Tag Rugby Competition for the fourth consecutive year.

SASSOT CSP achieves Safeguarding Children Award
Sport Across Staffordshire & Stoke-on-Trent is proud to have been awarded the Intermediate Level of the Safeguarding and Protecting Children in Sport Award.
The Child Protection in Sport Unit (CPSU) introduced the National Standards for Safeguarding and Protecting Children in Sport in 2003 with the purpose of improving safeguarding in sport.
The Standards make it possible for the CPSU to quality assure the child protection policies and procedures for all the County Sports Partnerships and National Governing Bodies (NGB i.e. the Football Association) of Sport accessing funding from Sport England. Working towards and achieving the Standards is and will continue to be a condition for accessing lottery funding from Sport England for Sport Across Staffordshire and Stoke-on-Trent.
The award provides recognition of the Partnership’s commitment to help to create a safe sporting environment for children. The continuing work also enables sports professionals to obtain the skills and knowledge to meet the needs of young people.
The Partnership received a letter of congratulation from Mary Marsh, Director of the NSPCC and from Jennie Price, Chief Executive of Sport England upon achievement of the Standard. Steve Boocock, Director of the Child Protection in Sport Unit commented that “the panel described the portfolio as one that demonstrates the commitment to safeguarding and child protection. The policies and procedures offer comprehensive advice to staff and coaches and responsibilities are well defined.”

SASSOT Launch Workforce Development Plan
In November 2006 Sport England West Midlands tasked all CSPs in the region to produce Workforce Development Plans that articulate the workforce needs of the sub region in the context of achieving a 1% increase in sports participation year on year.
To support this process IFF Research were commissioned to undertake a workforce survey with all key partners in the Staffordshire sub region including local authorities, education, health, NGB and the private sector partners. This research was completed in March 2007.
Using the evidence from the IFF Research workforce survey as well as from the 2004/05 coaching strategy consultation, the delivery of the CSCS and the review of the CSP in 2005/6, SASSOT have produced a comprehensive Partnership Workforce Development Plan. The over arching purpose of which is to build the capacity of the Partnership to successfully deliver the headline target of increasing participation by 1%.
The workforce development plan has recently been signed off for implementation by Sport England. As part of the wider CIF Portfolio process SASSOT has made an application to Sport England West Midlands to resource the workforce plan. Opportunity to join the SASSOT Coaches Database
In conjunction with NGB’s, Local Authorities and Education partners, Sport Across Staffordshire and Stoke-on-Trent are working towards the introduction of the Staffordshire Coach Database. This will be open to all coaches, living or working in the Staffordshire area, who have met a set of minimum operating criteria. We anticipate that this database will help to raise the profile and standards of coaching in this area. Details of registered coaches will be held on an on-line database, which will be searchable by registered schools and Local Authority Sports Development Officers, to help them fill coaching vacancies within their organisations. The list will not be a central employment system and coach details will be issued on the understanding that employers will still be responsible for following good employment practice when recruiting coaches from the list.
As well as the benefit of enhanced employment opportunities, registered Coaches will receive advice and improved access to training. They will also qualify for a discount at events such as the Staffordshire Coaching Conference.
The database will "go live" in September 2007, however we would like to invite coaches to apply as soon as possible.

Strongman Competition visits Rowley Park Stadium, Stafford
Strongmen Competitors from all around the UK come to compete in what was hailed the second biggest Strongman Competition to be held in Britain this year. Several of the competitors have competed at the World’s Strongest Man competitions, and many of the faces were well known to avid Strongman fans.Muscleman Mick Gosling joined forces with Stafford Borough Council to bring a Strongman Competition to the
town. And two-times World’s Strongest Man, Geoff Capes, was on hand to referee the event.
Rowley Park played host to the competition on June 3rd, with the council’s Leisure Services Team running a Fun Day alongside the event. A representative from the FA was on hand to offer advice on how and where to get involved in football, and Jenny Moore, Sports and Physical Activity Development Officer for Leisure Services at Stafford Borough Council, was also on hand to signpost interested youngsters to an array of
interesting sports and clubs.
Events included strongman favourites such as a dead lift using a car, an over the head motorbike press, a Hercules hold, a truck pull, flipping railway sleepers end over end, and a loading event which involved lifting 5’ cylinders filled with sand onto a flat bed lorry.
Headline sponsors, ‘Recycle for Staffordshire,’ in partnership with the borough council, supplied the recycle lorry, which was used in the truck pull. Weighing in at 14½ tonnes, the truck was pulled by each competitor over a distance of 25 metres. “This event was a real crowd pleaser,” said Mark Parkinson, Environmental and Waste Management Services at Staffordshire County Council, “It’s great that we have had the opportunity to get involved, and generate a little awareness around recycling issues, at such a high profile event.” Mick Gosling held the position of Britain’s Strongest Man for 2005 and has competed in the World’s Strongest Man competitions in both Malaysia and China. He was also in Stafford’s Market Square on Friday 1st June with overall competition winner, Mark Felix, promoting the main event. They offered demonstrations, autograph signing and photo opportunities. “It’s
great to see how much interest the event draws, particularly the youngsters, who are just in awe of the size of the competitors, with most of them weighing in at over 20 stone!”
Geoff Capes was thrilled to be involved in the day’s activities at Rowley Park on 3rd June; and commented that it was a pleasure to be present at such a well-organised event. Geoff was twice the World's Strongest man and three times both Europe's Strongest man and Britain's Strongest Man. He was also World Highland Games Champion on six occasions!

Staffordshire Moorlands Lifestyles Festival Proves To Be A Huge Success
On Tuesday 12th June a ‘Lifestyles’ festival took place at Park Middle School in Biddulph, Staffordshire. Over 600 pupils, parents and teachers from all the cluster schools attended and had a fantastic night out. Local clubs from Biddulph and the surrounding area promoted their clubs and encouraged new members to join them. There were a number of demonstrations and workshops that took place throughout the evening including various martial arts, cheerleading, dance and fitness. There were also taster activities of football, cricket, sailing and golf. Pupils and parents made the most of the opportunity to try out the range of activities and see what clubs they would like to join.
The aim of the event was to increase participation in sport and raise awareness of local clubs. This was achieved successfully and will hopefully result in an increased participation in community sport and clubs. Further links with the clubs are now being developed and future work will see additional clubs in schools and more opportunities for pupils to try out new and exciting activities they will enjoy.

The event was an excellent networking opportunity and enabled clubs to make positive contacts with school staff, and will provide a contact for us to monitor new membership. Such was the success of the event that it will hopefully be repeated in all clusters throughout the Staffordshire Moorlands Partnership.

Uttoxeter Netball Academy Set To Launch In September
The Uttoxeter Netball Academy will provide girls aged 7-14 the opportunity to train in an excellent environment and further their netball skills.
Our aims are:
There will be 10 weeks of 50 minute sessions of Netball coaching is delivered by qualified Netball coaches and Young Netball Leaders from the local area. The sessions are open to any girl between the ages of 7-14 at Uttoxeter Leisure Centre. High 5 netball for school years 3-6 and full 7 a side netball for school years 7-9. The sessions will cost £1 each every Thursday, starting 13th September 2007.
Please come suitably dressed for training in shorts, jogging bottoms, t-shirt, trainers and jumper. Remember to bring something to drink!

London 2012 Roadshow Visits Staffords Main Event
The London Olympics’ 2012 Roadshow will be stopping off at Stafford Borough Council’s Main Event at Rowley Park on Wednesday 15th August.
The Main Event is the culmination of the Borough Council’s Skoolz Out programme which provides activities for children aged 5-12 throughout the school holidays and will be a fantastic fun day for all the family.
Stafford BC’s Senior Sports Development Officer, Jenny Moore commented, “It’s tremendous news that the 2012 Roadshow will be visiting us. The Main Event is always well-supported by our Skoolz Out children and hopefully they can get mum and dad involved to maybe come and try their hands at a new sport or just find out what the London Olympics will be all about.”
The 2012 tour runs from June through to September 2007 and will be visiting Scotland, Wales, Northern Ireland and all nine English regions, aiming to inspire and motivate people of all age groups into taking up a sporting activity. The theme of the Roadshow is sport participation and this will be reflected in the activities and information that will be located on the stand. Visitors may choose to watch local sport group demonstrations or even take part in a sporting challenge, depending on their preference and abilities. The Chase It Young Persons Summer Activity Programme
The Chase It! Summer 2007 programme consists of a series of great days out, sports coaching sessions, workshops and other activities, open to all children and young people aged between 5-13 years living in Cannock Chase.
The programme is supported by the Children’s Fund and run by Cannock Chase Council and aims to enhance social skills and personal development, increase confidence and raise levels of self esteem whilst developing a sense of achievement. The programme also aims to deliver a “healthy lifestyles” message to all children and young people who take part.

Alleynes Soccer Sixes
The floodlit synthetic pitch at Alleyne’s Sports Centre will be the venue for a new Six-a-side football league starting in the autumn. Teams are being invited to register for the Monday evening league, which has full FA affiliation, and which will be supported by FA qualified referees.
