County Sports Partnership Update
Workforce Development CIF bid awarded
SASSOT has been awarded a 143,000 Community Investment Fund (CIF) grant to implement the Partnership's Workforce Plan. Following the development of the Workforce Plan last year, SASSOT has been working closely with a range of partners to secure the support and match funding to deliver a range of projects aimed at building the capacity and skills of the sub regional sports workforce.
The CIF funding will be used to deliver an enhanced countywide education and training programme, providing high quality training opportunities for coaches, volunteers and sports professionals. Funding will be used to qualify more coaches at levels 1, 2 and 3, deliver the sub regional coaches conference and support the implementation of the SASSOT coach database.
A significant aspect of this funding award will be the delivery of an innovative apprenticeship programme in the North Staffordshire area lead by Stoke-on-Trent City Council. This project will seek to build capacity across a range of sports organisations through the training and deployment of apprentices.
For further information about the SASSOT Workforce Plan and its associated CIF award contact Ben Hollands on 01785 619317 or bhollands@staffordbc.gov.uk
SASSOT leads the way with Middle Management Training

This investment is focused on developing the skills and expertise of middle managers working as part of CSP core teams and wider partnership teams including NGBs, School Sports Partnerships and Local Authorities.
The programme will incorporate the delivery of the Institute of Leadership Management Level 5 Award at Stafford College and a regional induction event that will involve 360 Appraisals and Facet 5 personality profiling.
There are still a handful of spaces available on the programme, so if you are interested in taking part please contact Ben Hollands on 01785 619317 or bhollands@staffordbc.gov.uk as soon as possible to register your interest.

New Way Credit Union Supporting local people to develop their own solutions is a key area of our work. In a number of communities the rise of debt and closure of local banks has lead to local people working together to provide locally owned and managed financial services. After several years of hard work, local people in North Warwickshire registered New Way Credit Union in 2001. The credit union offers low cost loans and savings accounts. The Trust supported the credit union to acquire high street premises and to employ staff. With the continuing support of their volunteers and the local community, the credit union is going from strength to strength and has recently started working with two schools.
Weston Spirit Youth should be a time of opportunities; a time to explore possibilities and make choices that will provide a solid foundation for later life. Unfortunately, many young people in coalfields communities find their opportunities and choices greatly limited, because of where they live. The Trust has supported a number of projects that provide opportunities for children and young people. For example, in Southern Staffordshire we have been working with Weston Spirit. Weston Spirit is a nationally recognised organisation delivering personal training courses for young people. They have an excellent track record of working with young people to help motivate them to engage in construction activities and formal education. The Trust’s support will enable over 100 local young people to benefit through this project.
The Bridging the Gap Funding Programme We will support projects that fit into one or more of the funding themes as outlined under the Main Grants programme. Within these themes we will support project activities that encourage the voluntary and community sector to:
Outputs The outputs to be achieved are the same as for the Main Grants programme.
Costs We can provide up to 100% of total project costs for capital and revenue projects for up to 12 months. The maximum contribution from the Trust is £10,000. Match funding is encouraged.
Who Can Apply
Eligible Areas Projects should be based in an eligible coalfield community or be able to show clear and immediate benefits for an eligible coalfield community. Please contact the Regional Office for advice on eligible wards.

Sports Minister's boost for valiant's 5,000 season ticket campaign
The Minister for Sport told fans at Port Vale that the foundation stone for Premier League football had been laid as they shattered their target of selling 5,000 season tickets.
The Valiants have been encouraging grassroots supporters back to the club by charging the equivalent of just £8 a game with the Target 5,000 scheme.
And Andy Burnham MP, Secretary of State for Culture Media and Sport, put his weight behind the initiative by signing-up and added that it had given the League Two club a “strong foundation” for the future.
He said: “What you are doing here in setting this target is exactly the right thing to do.
“This is an incredible offer – you are helping yourself to build a strong foundation for the future and helping Port Vale back on the road to the Championship and then onto the Premier League in the medium term.”
Vale pledged to reduce the price of tickets from £323 to £183 if they sold 5,000 by the end of May.
In addition, under-19s will be able to see the Vale next term for £89, under-14s will pay £45, while under-nines will get in for free.
And today (29/5) the club and fans were celebrating as they broke through the barrier.
Mr Burnham went on: “I will put my hand in my pocket and be one of the 5,000. You have got a proud name and a proud heritage that is worth building-up and you really show your true colours when the club needs you and the chips are down.
“Football goes up and down – you have your good times and your difficult times – what matters is do you keep the faith and stick the course.
“This is a club that means a great deal to English football heritage – it’s got a proud name that you need to work behind.”
Port Vale Chairman Bill Bratt said: “I never had any doubt we'd achieve the target because there are fans out there who really care about this club.
"Vale fans are fantastic and they've come good for us. We've done what we could for them and they've now done what they could for us. It's absolutely brilliant.”
Stoke-on-Trent North MP Joan Walley added: “The club is doing its best through teamwork to find a long-term solution and this initiative is indicitive of how Port Vale is trying to reach out to it’s grassroots members.”

£75,000 for Keele University healthy campus project
Keele University has been awarded £75,000, by the National Lottery through Sport England, to help its staff and students get fit through a healthy campus project.
The aim of the project, which will be launched at Keele’s leisure centre on May 7, is to encourage people to take part in a minimum of three 30 minute sessions of sport and active recreation every week.
The wide range of activities provided for staff and students includes salsa, aerobics, yoga, archery, squash, table tennis, boxercise and belly dancing. Classes will take place at lunch times and before and after work, and the scheme is open to all staff, students and Science Park members, and their families.
Participants can also count off-campus sport and recreation towards their 3x30 goal, and progress will be assessed at regular intervals.
The Sport England funding, which will be split over three years, will also go towards providing new sporting equipment, cycle lockers, newsletters and extending the opening hours of the Keele’s leisure facilities.
Rauf Mirza, Chair of Sport England’s West Midlands Regional Sports Board, congratulated the University on the award. He said: “It is important that opportunities to take part in sport and active recreation are available in a variety of places, opening up sports facilities to everyone. Universities are large employers, so they have the potential to attract large numbers of people to take part in sport. This project demonstrates the commitment of the University to get everyone on their site more active through sport. I look forward to hearing how things progress”.
Keele University leisure centre manager Angela Dale added: ’This is a fantastic opportunity for students and staff at Keele to move towards a healthier lifestyle. We want to get as many people as possible involved in some form of regular exercise using the extensive sport and recreational facilities at the University.”
County Sports Partnership, Sport Across Staffordshire and Stoke-on-Trent, which supported Keele’s application for the healthy campus project, also welcomed the funding. Director Mark Thornewill said: " Keele University Leisure Centre are working with other partners within Newcastle under Lyme's Community Sports Network to provide more opportunities for students, residents and employees on and around Keele University Campus to participate more in sport and active recreation. Keele Healthy Campus will make a major contribution towards us achieving increasingly active, healthy and successful communities across Staffordshire and Stoke-on-Trent."

National Lottery awards South Staffordshire PCT over £200,000
Sport and health in South Staffordshire has received a major boost following a National Lottery award through Sport England totalling nearly £240,000.
South Staffordshire Primary Care Trust (PCT) will use the £239,399 from Sport England’s Regional Sports Board (RSB) to develop the ‘Health Fit’ physical activity programme.
The scheme, being developed with a wide range of local partners, will increase the physical activity levels of adults identified with health risks and contribute to improved health and well-being.
‘Health Fit’ is focused on the most deprived areas of South Staffordshire, targeting adults with health risks including obesity, hypertension and high cholesterol.
People with health risks will be referred to a Health Trainer. The Trainer will provide motivational and behavioural support to enable the patient to make healthier lifestyle choices which could involve increasing physical activity, stopping smoking, healthy eating and losing weight.
Judith Wright, Director of Public Health said: “The funds from the National Lottery will support us to develop - in partnership with local authorities in South Staffordshire - a range of opportunities for people to participate in sport and active recreation to increase their physical activity levels.
In South Staffordshire only one in five adults do the recommended 30 minutes of moderate intensity physical activity, five times a week.
Mark Thornewill, Director, Sport Across Staffordshire and Stoke-on-Trent said: “We are delighted to hear of the award. The Partnership supported the PCT in developing their application for ‘Health Fit’, which we feel will make a fundamental contribution towards us achieving increasingly active, healthy and successful communities across the area.”

Staffs Women beat MCC and launch of new website
Staffs Women beat MCC
The MCC, captained by the Wales captain Sarah Ginn and featuring ex-England player Sue Redfern and Staffordshire’s own Helen Pack, chose to bat first on a damp pitch and soon found the impressive bowling of the Staffs team hard to get away. Meir Heath Ladies trio of Frankie James, Catherine Whyle and Elsa Evans all took two wickets, whilst Sue Redfern’s 40 and 25 from Louisa Hayes helped the MCC declare at 126 for 9.
The Staffordshire reply was aggressive with an opening stand of 90 from Danielle Wyatt and captain Georgia Elwiss, both players getting into the forties before Frankie James and Charlotte Whyle (both 16 not out) saw Staff through to an 8-wicket victory.
The victory was a fitting tribute to Maggie Leath who was presented with gifts after the game to mark her 30 year involvement with women’s cricket in Staffordshire and the west Midlands.

Grant for new Table Tennis Centre in Burton on Trent
Uxbridge Table Tennis is pleased to announce they have been awarded a grant of £350,000 to refurbish and extend the existing sports hall at Robert Sutton Catholic High School. The grant will turn the existing sport halls into one of only a handful of purpose built table tennis facilities in the country.
Upon completion of building works later this year, the club and school will have access to twenty table tennis tables. Local schools and community groups will also have access to the new building. The grant was awarded through the Community Club Development Programme, which is a Government, Exchequer funded programme, managed by Sport England and distributed through the governing bodies of sport.
Steve Town, Regional Director, Sport England in congratulating all concerned said: “With this refurbished and enhanced sports hall on the school site, we will see the potential trebling of the numbers of people able to play table tennis in the area. It is excellent that quality facilities will be available to all players, including disabled players, from both of the clubs using the site and the school. With the new centre recognised as being up to national competition standard this should inspire players to strive to reach their full potential. I congratulate everyone involved in this project – allowing Table Tennis to grow, sustain and excel.”
Pictured outside the existing sports hall at Robert Sutton Catholic High School, Burton on Trent are Terry Gadsby (Uxbridge TTC President), Chris Newton (Uxbridge TTC Chairman) and Andrew Mawdsley (East Staffs PDM)
Chris Newton, Chairman of Uxbridge Table Tennis Club stated, ”after forming a new partnership with the staff and Partnership Development Manager at Robert Sutton, our club has now got the capacity to expand and secure its long term future in a magnificent new centre. We will be sad to be leaving the Uxbridge Community Centre, where our club was founded back in 1985. Sadly the imminent demise of Youth Premises in the area has forced us to look for a new home. Can I pay tribute to the excellent and dedicated work the staff at Robert Sutton, the ETTA, Sport England and my team of volunteers have done in reaching this point.”
Mark Thornewill, Director, Sport Across Staffordshire and Stoke-on-Trent said: "We are delighted to hear of the successful Community Club Development Programme award. The project partners have worked tremendously hard to bring this project to fruition and it really demonstrates how so much more can be achieved by working together rather than individually. All the partners are to be congratulated.

Stafford school triumphs at hockey festival
Hockey was the flavour of the day on Thursday 8th May as 18 teams from local primary schools took part in the annual Stafford Borough Council Festival on what was a beautiful sunny day at Beaconside Sports Centre.
There were two age groups at the competition, school years 3 & 4 and years 5 & 6. The festival is the competitive outlet for the hockey coaching which is offered to schools by the Borough Council Sports Development Team.
After some very closely contested matches in the pool stages of the years 5 & 6 competition, Christ Church Middle School, Stafford Preparatory School, Oakridge Primary School and Burton Manor all made it through to the semi final stages. Stafford Preparatory School eventually came out on top by comfortably beating Oakridge Primary School in the final.
The year 3&4 schools took part in a festival, which involved them playing each other twice throughout the afternoon in a fun and enjoyable environment. Parkside Primary School won the Fair Play award in this festival which was given to them for their hard work, enthusiasm and excellent team work.
‘Some of the teams that came here today are very new to the sport and so it was great to see them enjoying themselves. They were also able to put into practice some of the new skills that they have learned’ says Jenny Moore, Sports Development Officer. ‘The standard of play was very high with some excellent skills and team work on display throughout the day’.

StreetGames volunteering projects
StreetGames volunteer projects have been set up in partnership with Closing the Gap, with the aim of recruiting and training young people to deliver sports sessions around Stoke on Trent.
In the north of the city, 9 volunteers have been recruited and trained in partnership with Port Vale Football Club. The scheme began early last year with the first phase of volunteers completing their Community Sports Leadership Award (CSLA) in September 07. These young volunteers then set up two sessions in their local communities, engaging with disadvantaged groups of children, running for 10 weeks. The first session at Swan Bank Methodist Church offered multi-sports to young people from the local youth clubs, giving them the opportunities to try new sports like rugby, athletics and netball. The second session took place at Haywood High School and focused on young people from the Youth Inclusion Project. These young people exhibit challenging behaviour and/or have been excluded from school and enjoyed being able to play sport in a safe, warm environment instead of playing in the street.
Two Port Vale Sports Volunteers have now been granted money from the Premier League to help them set up and sustain sports projects for a period of 45 weeks. One session has already attracted 73 young people in 3 weeks who enjoy cricket and football coaching every Saturday at a local leisure centre. The other session, starting in June is a girl’s only football session offering 8 – 12 year olds the opportunity to develop their skills and confidence along side a female coach.
The second phase of the northern scheme, recruited 12 volunteers, 5 of whom will be setting up multi-sports sessions within the next few weeks. The first session will be held at a primary school in East Valley, aimed at providing diversionary activity for local young people aged 12 – 16. The second session will provide a boy’s group, who offer activities for boys aged 5 – 12 in the Ball Green area of Stoke, with football training for an hour every Wednesday evening.
The second StreetGames volunteering project is focused on the southern wards of Meir and Longton. The first group of 5 volunteers have recently completed their CSLA course in May and are aiming to set up sessions within their local communities in the next few months. A football session is being run as a combined effort by three volunteers at Crescent Play Area, aimed at offering young people in the area opportunities set up to offer girls, who are notoriously difficult to engage with through sport, the opportunity to get involved in their communities and off the streets. A street dance session which has to date 50 registered participants, is currently running in the south by a previous Closing the Gap volunteer. Two other sessions at Anchor Road in Longton and Stansmore Road in Meir are being piloted by Closing the Gap with a view for volunteers to take them on and make them sustainable.
Closing the Gap has also provided StreetGames themed Easter holiday activities for young people in the Meir, Chell and Packmoor areas of the city. The young people enjoyed activities such as basketball, tag rugby, football, street dance, boxing and outdoor pursuits over the two week period. The sessions were accessed by 70 young people from the designated wards.

Sport and Schools
The Department for Children, Schools and Families has launched a consultation following the announcement that the Building Schools for the Future programme is to be amended, with each local authority having the chance to fast track four or five schools within their areas and the remaining schools on course to be rebuilt at some point in the future.
The criteria for the prioritised schools include those with the poorest infrastructure and areas which are planning to build wider community facilities, such as provisions for young people. The next authorities to be included in the programme will be announced early next year on the back of this consultation.
Commenting on the consultation, Schools Minister Jim Knight MP said: “Today’s consultation asks important questions on how best to manage the remainder of the programme. The early waves of BSF have already focused on local authority areas with the highest level of need. We now want to target children and schools with the greatest needs, wherever they live, to benefit as soon as possible. Instead of waiting, we want to give them more scope to target
pockets of deprivation and underperforming schools now – by giving the remaining local authorities the chance of early entry as soon as they are ready.”
Opportunities for Sport This announcement means that local authorities will have to identify those schools which they think are most in need of regeneration. The consultation specifically announces that those areas which are planning wider community regeneration, such as provisions for young people, may be considered ahead of other areas. This creates an opportunity for the sporting sector to work with local authorities to ensure that there is increased access to sporting areas and places for young people to play as part of the rebuilding programme.

Changes to the skills landscape
SkillsActive have produced a detailed breakdown of the changes to the ‘skills landscape’ - click here to view.
New consultation on high level skills
The Department for Innovation, Universities and Skills has launched a consultation to build stronger links between businesses and universities. The consultation was launched by the Minister of State for Higher Education, Bill Rammell MP, and seeks views from employers, students, colleges and universities on how to raise the levels in skills of those in work, as well as ensuring that graduates are given the best access to skills which will be of benefit in their future working careers. The consultation aims to identify how businesses, trade unions, employers and employees can work together to encourage a demand for high level skills.
The consultation Higher Education at Work: High Skills: High Value will run from 14 April 2008 to 7 July 2008.
Commenting on the consultation, the Minister said:
"Thirty one per cent of the population are currently qualified to degree level or above. To meet the economic challenge posed by rapidly-developing countries such as China and India, and to retain Britain's position as a key knowledge economy, we have to get more people in the workforce qualified to a higher level, at least 40 per cent by 2020. Our higher education system is already world class but we can do even more to equip graduates and those already in work with the higher level skills demanded by employers. Every university, college and employer should be thinking hard about how it can respond to this important challenge.
For further information please see here.
SkillsActive will be responding to this consultation on behalf of the sporting sector.
SkillsActive receives funding boost
SkillsActive has announced that the Department for Culture, Media and Sport is to provide them with £350,000 per annum over the next three years. The funding will be used to help implement the strategy outlined in the Children’s Plan, with a focus on SkillsActive as the Sector Skills council for Playwork.
Commenting on the announcement, the CEO of SkillsActive Stephen Studd said
“This comes at an exciting time for Playwork and the launch of the Children’s Plan. This gives us the opportunity to ensure the unique contribution of play and Playwork can be at the heart of the implementation of the plan.”

Culture Media and Sport Committee: European Commission White Paper on Sport (HC 347)
The European Scrutiny Committee referred the European Commission white paper on sport, published on 11 July 2007, to the Culture, Media and Sport Committee for an opinion. The white paper consists of three policy discussions: on the social value of sport; the economic value of sport; and the organisation of sport. Various action points emerge from the discussions and with the white paper these form the 'Action Plan
Pierre de Coubertin' (included as an appendix to this report). There is a lack of competence for sport under existing EU treaties, though not under the Reform or Lisbon treaty.
