2007/08 School Sport Survey
The report was released on 16 October 2008.
The main findings are: • 90% of pupils participated in at least two hours high quality PE and out-of-hours in a typical week – up from 86% last year and estimated 25% in 2002. It means the Government’s 2008 target of 85% participation has been reached – and that 250,000 more pupils than last year and four million more than six years ago are doing two hours a week. • Participation among GCSE students in Year 10 and 11 is growing faster than any other year group at secondary schools – but is still below younger years at 71% and 66% respectively. Competitive sport is on the increase in all year groups: o 99 per cent of schools held at least one sports day in 2007/08 up from 96% in 2003-04;
• The variety of sports offered at schools continues to increase – secondary schools now offer an average of over 22 different sports, ranging from mountaineering to kabbadi as well as traditional sports. The average range of sports offered by primary school has risen to 16.5. • Traditional sports remain pre-eminent in schools – the five most popular sports offered by schools are football (98 per cent), dance (96 per cent), gymnastics (94 per cent), athletics (93 per cent) and cricket (90 per cent). • Schools continue to embrace non-traditional sports – over the last five years the proportion of schools offering multi-skill clubs rising from 26% to 74%; golf up from 14 per cent to 38 per cent); cycling up from 21 per cent to 46 per cent; archery up from 7 per cent to 24 per cent; and orienteering up from 46 per cent to 62 per cent. • Schools are building more links with local clubs – on average schools now have links to almost eight different sports clubs up from five in 2003/04. The most common links are with football clubs (79 per cent), cricket (57 per cent), dance (49 per cent), rugby union (48 per cent) and swimming (45 per cent). • Schools are getting better at identifying sporting excellence – the proportion registered as Gifted and Talented athlete programme has more than doubled in four years – from 3 per cent in 2003/04 to 7 per cent this year.

Sport and Crime £56.5m to tackle youth crime The Government has announced substantial funding to prevent youth crime in communities across England. More after-school patrols and street-based teams to prevent and tackle youth crime will be funded by a cash injection of almost £60 million into 69 local authority areas across England.
The measures will include:
Sport and Free Swimming 80% of Local Authorities opt for free swimming
It has been confirmed that 80% of local authorities have opted to take forward the proposals to provide free access for swimming pools for the over 60s and under 16s. 300 out of 354 local authorities will split the £140 million in funding that is being made available.
The Government’s Free Swimming scheme is a £140 million ‘package’, including a £60 million capital element, offered to Local Authorities in a series of funding programmes designed to encourage as many Local Authorities as possible to participate in making swimming free for over 60s (known as Pot 1) and under 16s (Pot 2) in their local communities, and to stimulate ambitious authorities to maximise and sustain uptake through other initiatives such as free lessons for adults who cannot swim and the introduction of swimming co-ordinators, and to provide incentives for the most ambitious to move further towards a universal free swimming offer.
The partners involved in developing the scheme have asked Sport England to provide the strategic co-ordination for the £60m capital element of the programme. Sport England will provide development support with the ASA to projects and undertake the back office functions and monitoring and evaluation of the capital programme. Sport England have negotiated a budget and a service level agreement to undertake this role as the projects will support the outcomes in the Sport England Strategy 2008-2011 and help meet the targets set.
Local Authorities involved in the scheme have already had their allocation for Pot 1 confirmed and will receive a letter this week confirming their Pot 2 allocation. Sport and schools New initiative to get children learning more outside the classroom The Secretary of State for Children, Schools and Families has announced a new initiative to get young people to take up more lessons outside of the classroom. The initiative called the ‘Out and About’ package will receive funding support of £4.5 million. The provisions include a new Quality Badge scheme which will identify organisations that are regarded as safe. For further information please see here
The Secretary of State for Children, Schools and Families, Rt Hon Ed Balls MP, has announced changes to the school curriculum, which will see lessons on ‘healthy lifestyles’ made compulsory. The new regulations will see an additional emphasis placed on teaching children about a number of areas, including relationship advice, personal finance, health education and drug advice. The health education lessons will be
designed to include aspects linked to the need for a balanced diet and the need for exercise. There will also be lessons designed to highlight the strong links between physical, emotional and mental health.
Commenting on the changes to the curriculum, the Schools Minister, Jim Knight MP, said:
“We need structured classroom teaching, set within a clear understanding of right and wrong that emphasises the importance of family relationships. Parents bring up children, not schools or Governments, but schools can help guide them through the maze of issues and prepare them for the difficult transition from childhood through to adulthood. We will ensure there is flexibility for schools to tailor lessons to reflect the values and beliefs of the parents and communities they serve”.

Andy Burnham Statement on ‘Free swimming’ 23 September 2008
Nine million people over 60 are set to get free swimming as Culture Secretary Andy Burnham today announced that more than 80 per cent of local authorities are to join a Government scheme. The initiative is part of a £140 million Government investment in the sport that also includes free swimming for those aged 16 and under and capital for local authorities to upgrade pools. The Secretary of State for Children, Schools and Families has outlined further measures designed to give parents with disabled children greater powers. These measures are part of the Aiming High for Disabled Children Programme, which is the Government’s wider programme to improve the facilities and treatment available for disabled children. The latest announcement includes the provision of £3million in funding for grants designed to develop parent participation activities in areas throughout the country.
The funding will be used to instigate pilot programmes in eight local authorities. These are North Tyneside, Durham, Blackburn with Darwen, Wolverhampton, Oxfordshire, Newham, Portsmouth and Kent. The programmes piloted will include new measures to help families work more closely with professionals as well as providing engagement programmes within schools to improve the assessment and treatment of the children. The pilots will also look at new measures to actively involve parents in the decision making progress. Commenting on the pilots, the Secretary of State, Rt Hon Ed Balls MP, said: “It’s crucial that parents of disabled children get the opportunity to shape services in their area. Conservative Shadow Secretary of State for Culture, Media and Sport Jeremy Hunt today said the Government's free swimming offer would lead to increased council tax. He spoke of a letter the Department had received from Stevenage Council which had stated that council tax would have to increase by up to 2% to provide such services. Mr Hunt asked if the Government would reimburse this cost to local authorities. In reply, Andy Burnham said this scheme had originally begun in local government and that they could opt into the scheme if they wished to. He said it was their decision to take advantage of the scheme and that the Labour Party believed in sport for all. ……………………….
